What we hope to give to citizens is a list of the right questions to answer and some idea of the metrics to be used in evaluating the answers that you get.

We certainly felt that not only was it fair but that it was urgent that the deterioration of the Gulf is at such a pace that if we wait another 20 or 30 years, it may be irredeemable.

I think we need to put ourselves in the position of, what should we be doing to assure that our children and grandchildren will have a Gulf of Mexico that is of a quality that we would be proud to hand over to them as our inheritance.

It is also critical that we test these dispersants not just for surface distribution, which has been their traditional use, but also for deep water purposes.
