The chances of there being a successful use of a weapon of mass destruction are greater than they were even last December.

I believe this is the chance that we may not have again in the foreseeable future to make a significant movement toward restoring this critical part of our Nation.

I believe that we should be wise enough to manage what we have left in a manner that will stretch those dates.

It has been substantially degraded in recent decades in significant part due to Federal decisions and Federal actions.
