The requirement for a definition would fall to the Congress under this amendment, which means it would be decided by statute. It is the intention of the Senator from Kentucky to solve the whole problem by statute from the beginning. The constitutional amendment would end up being subject to congressional definition, as I understand it, and we would be right back where we are right now. We would have put this symbol in the Constitution and not have resolved any of the issues the Senator from Kentucky raises. I think it is a very appropriate issue to be raised at this point. I can't give you a definition of what constitutes desecration of the flag.
