I find this debate very illuminating, and I congratulate the Senator from Arizona in bringing an issue to the attention of the Senate that I for one was not aware of. I do not treat lightly the conclusions of the Association for Public Administration who have made their examination of the Woodrow Wilson Memorial. I think it deserves airing. I think the deficiencies that are identified in that report should be discussed, and at some point I may find myself convinced to follow the Senator from Arizona down this particular road if in fact there is not a significant change that would allow at least some objective observers to come to the conclusion that the Memorial was more fittingly fulfilling its mission than apparently it is now. Having said that, I find that I will vote with my subcommittee chairman on this issue for the following reason, based on my own experience in terminating longstanding organizations.
