to make the record clear with respect to the statement that was made earlier about employees of the Government Printing Office not receiving an increase in this bill, Senator Feinstein and I have provided funds so those employees will receive the mandatory increases. It is a little bit confusing as to how the bookkeeping works. The dollar amount stays level, but because we researched the number of positions that had not been filled in previous years and we are funding those positions, we recognize the money that would go for those unfilled positions will be available for the mandatory increases for employees. I want to make sure the record reflects that. We are not, in fact, forcing those employees to go without their standard mandatory increases in this bill.
