I would ask the Senators if they would allow us to do the Allard amendment by a voice vote, given the fact that the Senator from Nebraska has suggested he would be in support of this, and would allow us to do both. Perhaps we could adopt the Allard amendment by a voice vote and then move to the yeas and nays on the Nelson amendment. I would ask each Senator if they would respond to the Chair how they might feel about that. I am happy to call for the yeas and nays on both amendments if that is what they would like, but I have a sense that the Allard amendment is probably going to pass since the Senator from Nebraska has indicated his position on it, and it may be we can save the Senate some time by having only one recorded vote rather than two. The PRESIDING OFFICER. Without objection, the Senator from Nebraska is recognized.
