I am not arguing, and I do not know anyone who is arguing, that we do not have a problem, nor am I arguing the Congress ought to ignore it or put it off. However, I do believe it is a fix that ought to be crafted in the Senate authorizing committee... I am simply opposing the amendment on the grounds this is not the vehicle with which to do it, and the particular approach he has adopted does not enjoy a consensus that would justify us going forward at this particular time. I would hope he would be able to craft a solution that would enjoy that kind of consensus, and that we could return to this issue as a Senate and get it resolved at some point in the future.
