I just think there's a danger in going below this level and I think we need to be careful and thoughtful about it.

How are we going to make it work? How are we going to, over a longer strategy, make the dollars work to meet the obligations we've undertaken?

I firmly agree with the importance of oversight because we are in a government-owned/contractor-operated situation, there are substantial liabilities.
