As it is right now, without further modifications, it isn't sufficient. There's a lot of improvement on the legislation, but the basic question about funding of abortion has not been fully answered yet.

the real way to win in Iraq and Afghanistan... is through human bonds and relationships that can be developed with our troops on the ground.

As a matter of fact, what we've tried to do is make sure that we extend the private markets wherever possible and allow the states to have a great deal of latitude to be able to deal with this.
