If we are not going to be a nation of laws, what happens if we say, 'We can ignore this one, we don't like this one, but this one we will do.' Where does that lead in the long run? To nothing but chaos.

There is no question that there still is discrimination in our country.

We should measure the success of a program not on the number of people we add to it, but the number of people we get off of it.

Those are the kinds of things that are perverse incentives that have kept people mired in poverty. We want to change those things.
