this was a failed socialist experiment to try to reduce discrimination.

Those are the kinds of things that are perverse incentives that have kept people mired in poverty. We want to change those things.

We want to make sure that obvious cases of discrimination can still be addressed appropriately.

I believe that we have a responsibility to identify and continue to attack discrimination where it occurs.
