our Nation's law enforcement officials have accepted great responsibility, subjected themselves to great personal risk, and often made the supreme sacrifice to keep America's streets and neighborhoods free from drugs, violence, and crime. Law enforcement, however, cannot singlehandedly defeat the criminal elements in American society. It has been proven that when communities get involved in law enforcement, be it Neighborhood Watch or other programs, citizens demonstrate the kind of moral resolve that can often send a stronger message to criminals than anything law enforcement can do. Today I will be introducing a joint resolution designating August 2, 1994 as ``National Neighborhood Crime Watch Day'' to commemorate the National Night out. National Night Out involves citizens, law enforcement agencies, civic groups, businesses, neighborhood organizations, and local elected officials from 8,650 communities from all 50 States, United States territories, some Canadian cities, and United States military bases worldwide. In all, it is estimated that 26.5 million people participated in National Night Out 1993.
