We are basing it upon past years' experience. It is like the story about the eight blind men describing an elephant. One is describing the leg, one is describing the trunk, and one is describing the ears. We really do not know what we are going to do tomorrow. They are going to try to come out here and run flim flam on people. 'You are going to get a drug benefit.' What it is worth, or is it worth anything, people will have no idea. It will just be a line in a campaign ad.
