The goal is not to reopen schools, the goal is to keep schools open. Do it slowly, gradually, thoughtfully, carefully.

I wanted to be held accountable for results, but I wanted the flexibility to spend that money as I saw fit.

What the White House needs to do is invest in public education, at this time, a critical need.
