Community development credit unions must meet the bill's capital requirements like any other credit union. At the same time, there is a transition period, and the bill's prompt corrective action provisions give the NCUA sufficient flexibility to work with undercapitalized community development credit unions that have an acceptable plan for meeting the bill's capital requirements.
