I support the gentleman in looking forward to splitting up the Ninth Circuit Court, which I think is long overdue. I find the legislation to be a real positive step in that it also incorporates the language that we worked on which removes Arizona from the Ninth Circuit Court. I find it to be forward looking. It acknowledges the simple fact the nine States that now compromise the Ninth Circuit Court continue to experience phenomenal growth rates. Throughout the Southwest, we are seeing more and more homes being built, more and more people moving into the Southwest. Our population rates are exploding. The Ninth Circuit, as it exists today, is simply too big to quickly and effectively administer justice. It takes over a year to get even a case to be heard in the Ninth Circuit. For this reason alone, we need to look at splitting it up to better serve the needs of the citizens of the western United States. The new circuit map proposed by the gentleman from Idaho addresses current population trends and alleviates caseload backlogs.
