In our view reform is important, we have to reform our systems on a continuing basis and make them more effective, efficient and better value for money and take out perverse incentives.
There are no democratic or humanitarian values which are flexible enough to justify the scale of death, destruction and displacement we have seen.
For us, it would be for the Commission, in my view, to potentially commission that type of independent assessment as well.
We must defend and vindicate these values - both within Europe and globally - and this parliament has a vital role to play.
