Partition failed the people of Ireland and we all have a responsibility now to plan and prepare for unity.
The question is not if there will be unity referendums, but when those referendums will be held.
It's intent is very straightforward, it simply places a responsibility on Government now to move towards the production of a Green Paper that would set out all of the dynamics and dimensions of the reunification journey.
