I am the minister responsible for An Garda Síochána. That's why I apologised to them when they came into the Department of Justice to see me.
But my changes are designed to ensure that the system within the District Court is speeded up.
This is about recognising that the system needs to be improved, and a system which has a payment structure, which encourages adjournments because you get paid more through an adjournment, is going to encourage situations like that.
the payments were not intended to be compensation for injuries, rather for the delays in providing justice.
