Said approval shall be retroactive to the date when the first Commission employee was hired, shall apply only to the COLA paid Commission employees actually serving in Alaska, and shall remain in effect as long as: (a) the pay scale for Commission personnel corresponds exactly to that applicable to General Schedule Federal employees; (b) that portion of Regulation 4.4 which deals with the payment of COLA remains effective in substantially its present form; and (c) COLA is provided pursuant to Executive Order No. 10000 of September 16, 1948, entitled 'Regulations Governing Additional Compensation and Credit Granted Certain Employees of the Federal Government Serving Outside the United States,' to General Schedule Federal employees serving in Alaska.

The responsible and effective exercise of the war powers requires the fullest cooperation between the Congress and the Executive and the prudent fulfillment by each branch of its constitutional responsibilities.

In accordance with this authority, the Commission has designated Alaska as a location where General Schedule employees are to be paid a 25 percent COLA.

The restrictions which this resolution would impose upon the authority of the President are both unconstitutional and dangerous to the best interests of our Nation.

I intend to do no less.

SEC. 8. The Oil Policy Committee shall consist of the Director of the Energy Policy Office as Chairman, and the Secretaries of State, the Treasury, Defense, the Interior, Agriculture, Commerce, and Transportation, the Attorney General, the Chairman of the Council of Economic Advisers, and the Administrator of the Environmental Protection Agency. The President may, from time to time, designate other officials to serve as members of the Committee.

If a President failed to take a stand in this instance to protect the division of powers and uphold the doctrine of Executive privilege, the door would be opened to even more serious encroachments on the constitutional system.

For this development to reach its full potential, it must be the expression of a whole people, and it must be available for the enjoyment of the whole people.

To fail to provide the $200 million for additional ammunition would deny the Cambodian Armed Forces the ability to defend themselves and their country.

This request is necessary to permit the United States to follow a responsible course of action in two areas where stability is vital if we are to build a global structure of peace.

The increased requirement results from the larger scale of hostilities and the higher levels of ordnance required by the Cambodian Army and Air Force to defend themselves without American air support.

I am therefore requesting that the Congress approve emergency assistance to Israel in the amount of $2.2 billion.

Since war broke out again on October 6, bringing tragedy to the people of Israel and the Arab nations alike, the United States has been actively engaged in efforts to contribute to a settlement.

Thus far, Israel has attempted to obtain the necessary equipment through the use of cash and credit purchases.
