The functions of the President with respect to determining ad valorem amounts and equivalents pursuant to Sections 601 (3) and (4) of the Act are hereby delegated to the Special Representative.

The Special Representative shall prepare, for the President's transmission to Congress, the annual report on the trade agreements program required by section 163 (a) of the Act.

The Special Representative, in consultation with the Secretary of State, shall be responsible for the administration of the generalized system of preferences under Title V of the Act.

The Board shall perform such functions as are required by Section 411 of the Act and such other functions as the President may direct.

By virtue of the authority vested in me by the Trade Act of 1974, it is hereby ordered as follows:

The 'trade agreements program' includes all activities consisting of, or related to, the negotiation or administration of international agreements which primarily concern trade.

I invite the Governors of the States and the Commonwealth of Puerto Rico, and the appropriate officials of all other areas under the United States flag, to issue similar proclamations.
