The EPA's so called Good Neighbor Rule is the latest version of a regulation that has gone by many names.

While being a good neighbor is great, we all want to be good neighbors, the name is a bit of a misnomer.

Perhaps this regulation might be more aptly named the Headwind Rule, because that is what this will be for American workers and consumers.
