Basically, we have had two wars in Afghanistan and Iraq that we didn't fund. We did it through accounting procedures, emergency procedures, and contingency funds. Now we continue to expand upon that, if we go down this route without fixing it with Senator Reed's amendment. Ensuring the safety of the American people does not mean increasing defense spending to fund never-ending wars in the Middle East while ignoring nondefense programs that are also crucial to our national security.
