“all of us have challenged areas in our States. I have a county--one of the poorest counties in the country is McDowell County. These children have no chance whatsoever. It has the absolute worst statistics any child could be living in. And it is because of these programs that are bringing the compassion of public- private partnerships that we are able to work through to reestablish the services these children won't get. The areas are so sparsely populated, and there is high unemployment. I would encourage all of you to support this amendment. It continues the program. It is worthwhile.
