“first of all, let me say to my colleague, Senator Toomey from Pennsylvania, that I have enjoyed working with him on many ventures, if you will, but this is one that is particularly gratifying now that we have finally come to an agreement. I think it is bipartisan all the way. I think it will pass. It makes all the sense in the world. It was Jeremy Bell from my State of West Virginia who was the victim of this tragic crime that could have been prevented if we had just known. That is what this is all about.
