First of all, Mr. President, I want to say to my colleagues, Senator Markey of Massachusetts and Senator Blumenthal of Connecticut, this doesn't have a partisan home. This is not a Democratic or Republican issue. This is an epidemic that is devastating our entire country. It doesn't matter whether someone comes from affluence or is socioeconomically challenged. Rich or poor, it makes no difference. What side of the track you live on makes no difference. This is an epidemic that hits us all in its devastation. If Senators will just talk to their communities, their law enforcement officials, they will tell you that over 80 percent of all crimes are drug-related. Look at the cost, look at the economy, and look at the devasation in the cost of lives it is taking. Something has to be done. We are expected to vote to confirm the President's nominee for Commissioner of the FDA, Dr. Robert Califf. Let me say this about our President, President Barack Obama: I think he is taking this seriously. He has come to the State of West Virginia, and I am very appreciative of that. He has seen firsthand the devastation it has taken in all aspects of life in West Virginia. We are a State that is hit as hard as if not harder than other States. It is the No. 1 killer in my State. There are more people dying by legal prescription drug abuse than any other cause. So the President came there and he saw that.…
