Mr. President, something unusual is happening in Congress. Democrats and Republicans are agreeing on something; we appear headed toward same goal. The problem is, what we are agreeing on is more business as usual in Washington. They want to pass yet another continuing resolution instead of a real budget solution. I can almost hear the people back home and all over this country saying, There they go again. I can argue this both ways.
