“If I may answer, as the Senator well knows, the amendment he referred to was in 1989, as my encyclopedic memory comes flashing before me like a billboard here in the Senate. As I told the Senator, on that particular bill, I felt I voted wrong and I have told him since then that I should have voted against him. In reflection, I think my vote at that time was based on too much of a knee-jerk theory on the idea that somehow it was wrong, when, in fact, it was exactly, I think, the right thing to do. The case didn't seem to be as strongly made at that point. If the Senator would put that forward again, I would vote against it in a flash.”
