I understand what the distinguished chairman is saying. I would only counter that in the veterans committee we are rather accustomed to having our jurisdiction violated. And although, it has caused me to lose some sleep at night, I tend to make that a little less important as to what is happening to the veteran, in which case I think this is enormous consideration. I further point out that in this DOD bill already the VA and the veterans committee are already substantially compromised. I am not objecting to that, because there are substantial VA things in it. I think this is a powerfully important piece of legislation. I appreciate the Senator's forbearance.

Just as a follow-up to the question of funding which was addressed, CBO actually has come out with an estimate on what all of this would cost. It is not $20 billion; it is in the area of zero up to $10 billion over that period of 4 years.
