If one takes the scoring of this offset, one could posture that, and one could also raise the question that it might not happen. They were trying to figure out as best they could--and who can figure these things out absolutely perfectly--what is likely to happen in the steel industry and what the health care consequences are for retirees. All of that fits within the $179 million.
