The amendment is as follows: (Purpose: To improve the Postal Service Health Benefits Program). On page 12, strike line 18 and all that follows through page 16, line 7, and insert the following: SEC. 104. POSTAL SERVICE HEALTH BENEFITS PROGRAM. (a) Definitions.--In this section-- (1) the term ``covered employee'' means an officer or employee of the Postal Service who is-- (A) represented by a bargaining representative recognized under section 1203 of title 39, United States Code; or (B) a member of the Postal Career Executive Service; (2) the term ``Federal Employee Health Benefits Program'' means the health benefits program under chapter 89 of title 5, United States Code; (3) the term ``participants'' means-- (A) covered employees; and (B) officers and employees of the Postal Service who are not covered employees and who elect to participate in the Postal Service Health Benefits Program; and (4) the term ``Postal Service Health Benefits Program'' means the health benefits program that may be agreed to under subsection (b)(1).…
