Mr. President, I rise today to express my dismay at some of the irresponsible cuts in H.R. 1, particularly the elimination of a program of personal importance, The Corporation for National and Community Service which is home to the AmeriCorps and Volunteers in Service to America--VISTA--programs. I stand by a commitment to reduce the deficit, but we cannot be irresponsible in cuts to such essential programs that help the people of West Virginia and the rest of the United States. As you may know, I came to West Virginia in 1964 as a VISTA worker which is now a part of the Corporation along with other public service organizations. My decision to join VISTA was one of the most important decisions of my life. While my goal was to help the people of Emmons, WV, that community came to help me much, much more. It gave me a new focus of public service which has led me into a fulfilling and meaningful career. Sargent Shriver was the shining light and soul of VISTA and many other public service initiatives. Through these programs, he inspired me to find my true home in West Virginia, and I have no doubt that he profoundly impacted the lives of many other volunteers. VISTA, AmeriCorps and all the public service programs under the Corporation provide opportunity for everyone from young people to seniors. As a young man, it changed the direction of my life. It provides service opportunities which can provide educational vouchers and jobs skills.…
