I thank Senator Leahy for attempting to address my concerns about this bill. I thank his committee staff for working with my committee staff to insert clarifying report language.

We are talking about dealing with everything from continuing resolutions, all of the appropriations, what are we going to do about ISIS, and all the rest of it, in a lame duck session forum.

I am interested in the children who still have to be reached out to, in the Alabamas and West Virginias and Pennsylvanias and Ohios, et cetera.

You could see it, but you could not do anything about it.
