I think a little context is helpful to understand the situation we were in. Republicans sought to use the FAA reauthorization bill to overturn a recent administrative rule by the National Mediation Board granting certification if a union won a majority of actual voters in a representation election. The Senate correctly rejected that provision of the House bill. The rule was fair and reasonable and I strongly support it.
