I simply rise in support of the position of the Senator from New Mexico. I was here several years ago speaking in favor of the continuation of the testing program, because I thought it was important for both reliability and safety. The Senate saw fit to do away with that testing program. The justification was that there were other ways with this stockpile safety program to achieve the same ends. That is why we have funded the program as we have. That is to achieve those same ends for reliability and safety of our nuclear deterrent. I think it would be a great mistake to cut that funding.
