Mr. Chairman, my concern over the so-called Kyl amendment going to the line-item veto is, as I understand it, and I would say to the gentleman from Arizona [Mr. Kyl], I would be happy to be corrected, but my understanding is that it is not just a line-item veto concerning appropriation bills. I believe it reads, a line-item veto for a bill containing any item of spending authority, so I read that to mean authorizations as well. That may be the most sweeping line-item veto that I have seen. Mr. Chairman, if that is a correct interpretation, I would just urge my colleagues to read it very, very carefully. That is a broad, broad delegation of authority.
