Mr. Chairman, if you have a base closing that you just found out about, who are you going to call? If you are trying to put a water system into an industrial park because you can get a client that will provide 200 jobs but it has got to be done quickly, who are you going to call? Or if you have suffered, as too many people have in too many parts of the country, from the kind of economic dislocation that comes from physical devastation, be it earthquake, be it flood, be it tsunami or whatever it is, who are you going to call? You are going to call the EDA, and in 13 States you are going to call the ARC. Mr. Chairman, that is the best reason why this has got to be reauthorized. Who are you going to call? We have got to make sure they are still there to be called.
