Is it not a bit ironic that there are some in this Chamber who would urge a balanced budget amendment, and yet they are from the area encompassed by the Louisiana Purchase. Had Jefferson carried out what they said he meant, they would be using a voting card in Paris in order to vote on behalf of their constituency.
