I just rise to commend the gentleman for offering this amendment. I wish it were in order, and I wish the Chair would rule it in order because it joins better than any other amendment or joins better than any other amendment I have heard the issue that is before us in the Congress and the Nation at large, and that is, as my colleagues know, how are we going to deal with this surplus; tax cuts, or are we going to fund veterans, homeless, education, health care? I commend the gentleman for successfully doing that, I am afraid the amendment is not going to be in order, but I think this issue that it raises is very important and is the issue as we move forward policy in the next year.
