The failure of President Bush's vision because of his lacking in the application of adequate resources is measured in a number of different ways.

I would simply note that if this is about rights it is also about responsibilities and both are constitutionally based.

I can certainly speak for a good majority of the Subcommittee, and we support funding for Legal Services to provide legal aid to those who need it and are disappointed that there are so many people out there who make up this justice gap…
