I regrettably rise in opposition to the gentleman's amendment. I do not dispute the critical mission of the National Weather Service. I too, would like to see it funded more robustly. However, I cannot support the amendment's offsets, and I rise in opposition.

I commend the Administration for doing that, and doing it in a way that is very sensitive to the national security concerns.
A day that I am going to do my best to remind everybody of every chance I get is June 1st, because that is the day that the United States starts living on credit and charging everything that we do to our kids, sending them the bill.
To the extent that the authority that is vested with the power to implement policy in the country pursuant to constitutional principals is true to constitutional principals, then we are a better Nation.
