None of the funds made available by this Act may be used to finalize, implement, administer, or enforce section 3 (relating to milk) of the rule entitled ``Child Nutrition Programs: Revisions to Meal Patterns Consistent with the 2020 Dietary Guidelines for Americans'' published by the Department of Agriculture in the Federal Register on February 7, 2023 (88 Fed.
