this body has praised individuals, it has commended individuals, it has criticized individuals. No one gets upset about that. People on this side of the aisle have offered motions to censure individuals. Not the President. So the only reason we are hearing that the censure is extra-constitutional is because it is based on the fear, the well-founded fear, that it would pass.
