“I stand as a proud supporter of the Shays-Meehan bill and congratulate the gentleman from Connecticut (Mr. Shays) and the gentleman from Massachusetts (Mr. Meehan) for the fine work that they have done. It is time. It is time that we start moving this train for reform forward.
