The other thing we could consider doing, and I would like to hear your suggestions either now or in writing later, is to reward families or people who purchase health insurance products or insurance companies that offer products to reward people financially for joining the YMCA for exercising.

This legislative body cannot legislate morality. It hasn't worked with regard to AIG or the financial markets.
We can make suggestions about what might be good for people, but we also have the capability and the power to reward people financially for doing the right thing, and punish people financially for not doing the right thing.
