“One point, we don't want to do a cabernet dance here. There is no doubt that the proposal that came out the House and passed, it is now going to go to the President. Most Americans know when you buy a house or a car, you make an offer. When you make an offer, the seller makes a counteroffer. We'll wait for the President's counterproposal, if he is going to lead, the leader of the free world. Let's see him put his ideas on paper. Let him show the American people what his ideas are, just as we have shown the American people what our ideas are. I encourage him to do that.
