I too want to voice my strong support of the Roemer amendment being offered this evening. I believe it is the right thing to do because this is what great democracies do; they let the sunshine in. It is never easy to air dirty laundry for anyone, or to admit to certain shortcomings or failings, but there are still many unanswered questions that the American people have. A great democracy that derives our power by the consent of the people, that can only function if we have the faith and confidence of the people, need an independent review of what happened to our Nation on September 11. This is not without precedence. Prior Presidents have called for this when great tragedy was visited upon this country. As the gentleman from Indiana (Mr. Roemer) acknowledged, 11 days after the attack on Pearl Harbor, President Roosevelt called for an independent commission based on the sneak attack at Pearl Harbor. President Reagan did the same thing after the Marine barracks incident in Lebanon.
