if the gentleman is claiming that soft money is not filtering back into the States and being used in issue advocacy ads, he has not taken a close look at our campaign system in our country today. I can cite countless examples of how that is happening. The original intent of soft money contributions has been perverted beyond recognition today. That is a strong argument of why these finance reform bills are necessary today.
