I have to rise and express my opposition to the rule. [...] this is really the most important education bill that is going to be appearing before this 108th session of Congress over the next couple of years, and all Members should have an opportunity to offer amendments and to express their concerns and to offer some improvements to the legislation that we have been working on for some time, not least of which the granddaddy of all the unfunded Federal mandates that is affecting our school district, which is full funding of special education.
