As the gentleman recalls, the ultimate outcome of that insistence back in 1995 led to the shutdown of the Federal Government. Because the leadership in Congress was insistent that the administration use CBO numbers rather than OMB numbers and it led to the shutdown of the government which as we later found out was not exactly popular with the vast majority of Americans throughout the country.
